Bangladesh is a densely populated country. Around 29 % of its total population lives in 522 of urban areas. So for sustainable economic growth and social development, it is essential for Bangladesh to develop its urban areas in a planned way. The urban areas are the places of agglomeration of economic activities, important hubs of production, processing, innovation and employment. At this moment all of these activities occur in these urban areas. So in order to manage these urban growths Government of Bangladesh (GoB) has recently prepared master plan for 23 District Town Pourashava including Tangail Pourashava. This study tries to portrait the present condition of five specific sectors (land use characteristics, transportation network, water Supply, solid waste management and drainage system) of this Pourashava and comparison has been made between the master plan and the existing situation. It is found that most of the land use of this Pourashava is residential (40.98%) and agricultural (37.98%). In transportation network there is a proposal of 150 ft. arterial road which most of the land is occupied by vendors. In the case of solid waste around 12% people of this Pourashava use 58 dustbins in 12 wards where 6 wards have no dustbin facilities. Water supply scenario is critical like no water facilities in some wards and the process of collection is not impressive. Presence of iron is another problem which contaminates water. Existing drainage have not formed any network and it causes water-logging for 4 months in the Pourashava area in rainy season. The criticism of the master plan of Tangail Pourashava helps us to understand the success and failure of this plan. On the basis of the failure some recommendations have been developed for the existing condition. This study will help to develop our understanding the planning practice in Bangladesh.

This study evaluated the effectiveness of red-light cameras in Dammam, the Kingdom of Saudi Arabia. Two methods were used to assess changes in crash risk at the intersections at which the red-light camera programme had been operating. Geospatial analysis was used to visualize trends in road crash density over the geographical region of Dammam and a pre--post-camera crash analysis was undertaken. The distribution of injury crashes was greater than that of crashes which included property damage, the latter of which was concentrated around central Dammam. The five red-light cameras installed in 2012 were located outside areas of high-crash and injury density, and the total number of crashes reported in the three-month periods after installation was double that before the cameras were installed. This increase in the number of crashes also occurred at the five comparison sites (without red-light cameras), indicating a null effect. The findings from this study are contrary to previous evaluations of speed management programmes associated with red-light cameras. The study highlights the challenges in obtaining data for such research and illustrates that a reliance on overt, fixed camera's to manage speed is unlikely to deliver significant reductions in road trauma.

This paper focuses on stakeholder debate and conflict during policy implementation. In doing so it analyzed the reason behind the implementation snag of Bangladesh leather processing industry relocation policy, which is extreme stakeholder negotiation. Relevant stakeholders have been identified and their influence over the policy measure has been formulated. Underlying interactions among the stakeholders has been conceptually depicted to retrieve an image of the extreme stakeholder dispute behind this policy failure. Finally, based on the empirical evidence this policy measure has been evaluated in light of the effective participation of the concerned stakeholders.

Bangladesh is one of the poorest and most disaster-prone countries in the world. To address both problems simultaneously, sustainable livelihoods (SL) could be better connected with disaster risk reduction (DRR). For this purpose, one initiative implemented in Bangladesh is called the Vulnerability to Resilience (V2R) programme which ran from 2013 to 2016. This programme was primarily initiated and funded by the British Red Cross in a consortium with the Swedish Red Cross and the German Red Cross. This article presents the first evaluation of the V2R programme with three objectives. The first objective was to measure whether the selected communities have achieved community resilience characteristics as defined by the programme. The second objective was to conduct a cost-benefit analysis for the intervention. The third objective was to analyse V2R’s impact on the communities in terms of DRR and SL. Community-based focus group discussions and household-based surveys were conducted before and after the intervention (2013–2016) in two coastal communities in Patuakhali district, Nowapara and Pashurbunia. The analysis found that community members are now engaged with many hazard-resilient and vulnerability-reducing livelihood activities, using SL to implement DRR, yet these approaches were almost absent prior to V2R. Consequently, the communities have achieved resilience characteristics, being more well-organized and better connected; having better access to infrastructure, services, and economic opportunities; are more knowledgeable and healthier; and are better managing their available resources. Critiques of the concepts are discussed, although in this case, DRR based on SL has shown positive results, exactly as development theory suggests.
